Bitcoin fell just over 2%: does that prove Binance withdrawals work?
The short answer
Bitcoin fell just over 2% in the 24 hours after the suspected Binance security incident, according to an October 30 analysis by 21Shares. That market comparison does not confirm that withdrawals are working for an individual account. Haseeb Qureshi’s relatively calm assessment, reported by PANews and Odaily, describes investor expectations; a completed transfer needs its own evidence. 21Shares’ incident analysis.
Our Binance incident tracker follows the broader event. The question here is narrower: what can a price reaction tell someone waiting to receive funds, and what still has to be checked in the account and destination wallet?

What Haseeb’s comparison actually measures
PANews reported that Dragonfly managing partner Haseeb Qureshi regarded the market response as much calmer than during FTX’s collapse. Its account of his assessment describes limited outflows, buyers entering after declines and expectations that Binance would replace affected assets. Those are reported observations and explanations of market confidence. They do not document the completion of a customer’s withdrawal. PANews’ report on Qureshi’s assessment.
Odaily reported the same assessment at 20:13 SGT on October 30. Its story likewise connects the restrained response with confidence in Binance and cooperation across the industry. Both articles attribute their central argument to Qureshi. Reading them together confirms how his view was reported, but does not turn that view into two independent investigations of the exchange’s accounts. Odaily’s account.
The useful part of the argument is the distinction between expectations about a company’s ability to absorb a loss and the immediate price response of cryptoassets. A trader may believe the company can replace assets while still needing a particular transfer to clear. Those positions are compatible. Neither confidence nor caution supplies a transaction identifier, a receiving balance or an account-specific explanation for a delay.
For someone checking funds, the right question is therefore concrete: which part of the reported recovery concerns the asset and network I actually use? A broad statement about market resilience cannot answer that. Keep the statement as background and examine the transfer separately.
The reported 2% and 26% declines use different descriptions
21Shares’ own report says bitcoin fell slightly more than 2% in the 24 hours following the incident. It compares that with a 26% drawdown following the FTX episode in November 2022. The opened report explicitly gives the first measurement a 24-hour window; the comparison sentence does not specify an equivalent window for FTX. The original 21Shares comparison.
That difference matters before doing any arithmetic. Dividing one percentage by the other would produce a number, but would not repair the missing common time window. A fair performance comparison also needs consistent starting and ending points. The report’s two figures support its stated observation that the reactions differed. They do not establish a precise ratio of investor fear or a quantitative probability that a withdrawal will succeed.
The article also attributes a commitment to cover losses to Binance and describes the use of SAFU and company funds. A commitment concerns who intends to bear a loss. A withdrawal concerns whether a specific asset can move from an exchange account to the intended destination. It would be premature to replace the latter check with the former statement.
This distinction also prevents a misleading headline about losses. The 21Shares report identifies some of its values as on-chain estimates that Binance had not confirmed. We do not use the report’s estimated total to declare the final amount stolen. An observed outflow and an established loss require different evidence, and the final reconciliation is outside the market comparison examined here.

Four records to keep apart
When reading incident coverage, separate the price observation, the company’s statement, the recovery record and the customer’s own transfer. This is an editorial method for checking the available evidence, rather than a claim that any particular account has reached a given stage.
The price observation needs a product and a measurement window. If a headline describes bitcoin, keep that description with the figure. Do not silently substitute the price of a token directly affected by the incident, an exchange token or a perpetual contract. A change in one instrument cannot stand in for every holder’s experience.
The company statement needs an actual publication time and the scope of what it says. A plan to cover losses, a forecast for reopening and an announcement that a network is available are different statements. Before acting, read the latest status reached through the official application or a previously saved official channel. Record what it says about your asset, rather than relying on a screenshot without its context.
The recovery record needs an identified asset and an explanation of the action taken. A report that assets were frozen should prompt a question about whether they remain frozen, have been returned or have been replaced from another source. Those descriptions cannot be exchanged freely. The 21Shares report itself discusses both freezing and funding a loss; it does not make them the same operation.
Finally, the transfer record belongs to the customer’s own transaction. Retain the requested asset, selected network, destination and status shown in the account. If a transaction identifier is supplied, compare it with the receiving wallet’s record on that network. If it is not supplied, keep that absence in the record instead of interpreting a market rebound as confirmation of arrival.
Our funding snapshot answers a separate question
At 06:36 SGT on October 31, NexuAlpha’s opened funding-rate page displayed BTC funding of +0.0100% per period for both Binance and OKX. The page explains that positive funding means long holders pay short holders. These are the rates displayed in that snapshot, not a promise about the next settlement or a statement about withdrawal availability. NexuAlpha’s funding-rate board.
For a trader already holding a perpetual, funding is a cost to examine alongside the position’s own information. The fact that two displayed rates match does not establish that both venues have identical order books, margin conditions or transfer status. It establishes only the displayed comparison for that product and observation time.
This is why market monitoring and account monitoring should remain separate tasks. Use the funding board to identify the product and rate you want to check. Use the account’s position and settlement records for your own payment. Use the withdrawal record and receiving wallet for a transfer. A value from one task cannot complete another task’s missing field.
The same discipline applies to our liquidation page. Inspect its selected time window and covered markets before comparing a liquidation figure with a price move. Liquidations can help frame trading conditions, but a market-wide total does not reveal whether your particular account has been credited. We do not attribute a liquidation total to this incident merely because the dates overlap.
If you are waiting for a Binance transfer
Start with the existing request. Read the asset, network, destination and status already recorded in the official account. Save the time at which you checked it. If you are comparing it with an exchange statement, keep that statement’s time alongside it. A later statement should be assessed on its own wording, rather than treated as a silent update to an earlier screenshot.
If the account provides a transaction identifier, follow the same network at the destination. Check whether the receiving wallet has the asset you expected. If the status is unclear, preserve the record and raise the specific transaction through support reached from the official application. Describe the missing evidence precisely: an identifier, a destination credit or a clarification of the status shown.
Treat messages offering “Binance compensation” through a private link or direct message as a reason to pause and verify the channel. Open the official application yourself and inspect its notices. Do not connect a wallet, disclose a recovery phrase or send a payment because a stranger claims that doing so releases compensation. This is a precaution for readers; the opened sources do not establish the scale of any such scam campaign.
A public commitment to reimburse users should not be converted into an instruction to sign something sent by another account. Keep the public statement and the proposed action separate. If the action cannot be found through a channel you already know to be official, obtain clarification there before proceeding.
What the comparison leaves unanswered
The sources opened for this analysis do not provide account-level withdrawal records. We did not verify a particular customer’s receipt of funds. The 21Shares comparison also leaves the FTX measurement window unspecified in the sentence that reports the 26% drawdown. Those limits restrict what the comparison can answer, even when its broader argument about market confidence is useful.
Qureshi’s assessment, as reported by the two outlets, adds a view of how investors were interpreting the incident. The 21Shares analysis supplies a separate published comparison and its explanation. Neither should be presented as a live status service for every token and network on Binance.
For an outstanding transfer, the next useful evidence is the account’s updated status and the corresponding destination record. For a market comparison, it is a clearly defined product and time window. Keep those questions attached to their own records when the next update arrives.
Quick answers
Does the 2% comparison verify a completed withdrawal?
It measures a reported Bitcoin price change. Check the transfer status and receiving record for an individual withdrawal.
Does 21Shares specify matching FTX and Binance windows?
The comparison explicitly gives Binance a 24-hour window. The same sentence does not specify an equivalent FTX window.
