Binance güvenilir mi with a T.C. kimlik? Binance TR is on the SPK list, which is not a licence, and its Nov. 6 notice names 179 withdrawal routes
The short answer
Is Binance trustworthy with your Turkish ID? In Türkiye you are dealing with Binance TR, a registered Turkish company that names itself and appears on the Capital Markets Board's (SPK) list of operating crypto platforms, but the SPK list says in its own text that being listed does not mean a firm is authorized. Your balance also has no state compensation behind it: Binance TR's risk statement says crypto assets fall outside the investor compensation rules in Article 82 of the Capital Markets Law.
So we cannot give you a yes or a no. What we can show is what each part of the question rests on: who holds your ID data, what happened to withdrawals after the $6.3 billion Binance attack, and which checks you can run yourself in a few minutes.

Who you are actually trusting
Binance TR is run by Binance Turkey Kripto Varlık Alım Satım Platformu A.Ş., which gives a Şişli, Istanbul address and a Mersis number in its site footer. It is a separate sign-up from Binance.com.
The SPK's list dated October 28, 2026 carries it at number 4 under its former name BN Teknoloji A.Ş. Three things about that list matter:
Article table: scroll horizontally, or focus the table area and use the arrow keys.
| What the list shows | What it means for you |
|---|---|
| It is labelled "Geçici Liste" (temporary) | Firms declared they would operate under transitional Article 11 of Law 6362 |
| SPK says listing does not mean authorization | Read it as "known to the regulator", not as a licence |
| Bitexen carries an asterisk: no new customers, by a Board decision of September 23, 2026 | SPK does mark restrictions on this list, and Binance Turkey had no such mark at that date |
That last row is our reading of the list, and it is the most useful thing on the page. You can repeat this check any day. Open the list, find the company name and look for a note beside it.
Binance TR also says it holds ISO 27001 and ISO 27701 certificates. That is the company's own statement on its home page, and we did not open the certificates.
What happens to your T.C. kimlik
You cannot trade without it. Binance TR's identity guide says the process changed on April 25, 2025 under rules in Official Gazette issue 32763 of December 25, 2024, which treat crypto service providers as financial institutions. You upload the new Turkish ID card and a selfie, then complete an address and information form. The steps themselves are in our Binance TR registration guide.
What it does with the data is set out in its KVKK notice:

- Collected: ID number and other ID-card details, and face scan data from your selfie, which it describes as biometric data compared with the photo on your ID.
- Shared: data may move between Binance companies in ordinary operations, subject to the law that applies to Binance TR, and to third parties working on its behalf.
- Kept: for as long as needed for the stated purposes, for tax and accounting, under anti-money-laundering Law 5549, and for legal claims. The notice gives no fixed number of years.
- Your rights: you can ask who your data was disclosed to, inside and outside Türkiye, and request corrections. Binance TR is the data controller under Law 6698.
The notice does not promise that your data stays inside Türkiye. If that is your specific worry, use the right above and ask in writing.
The more common danger with an ID is simpler: a copy sent to the wrong place. Your ID belongs in the verification flow on binance.tr or in the official app. Nobody offering "account help" on Telegram or by phone should ever receive it.
What the attack showed
Binance disclosed on October 30 that an attack had affected about $6.3 billion in assets. CNBC-e reported the figure and described the target as Binance's operations outside Türkiye.
Binance TR's own notices give this timeline:
Article table: scroll horizontally, or focus the table area and use the arrow keys.
| Date | What the notice says |
|---|---|
| October 30 | All user assets are safe. Crypto withdrawals paused as a precaution; trading, TL deposits and withdrawals, and crypto deposits continue |
| November 1 | Withdrawals active again for 14 networks; we count 31 coin-network routes |
| November 6 | Same 14 networks; we count 179 routes across 119 coins, and "other networks" still to come |
Two things in that table deserve a closer look. The first is the distance between "separate company" and "separate risk". Binance TR's legal entity is Turkish, and Milli Gazete noted that its first statement said nothing about the Turkish platform being attacked. Yet crypto withdrawals in Türkiye stopped the day the attack was disclosed. Our reading: a Turkish user was not shielded from the operational effects of an event at the global company. The statement that assets are safe comes from the company, and we found no independent check of it.
The second is a detail in the lists themselves. USDT and USDC on Optimism and USDT on Avalanche C-Chain appear on November 1 and do not appear on November 6. The later notice does not explain why. They may be open or closed. Do not assume a route is still open because an earlier notice named it; read the withdrawal screen for your coin and network.
Binance's co-founder Yi He said losses would be covered from company resources, according to Finansopia. That is a promise from the company, reported about the global incident. It is a different thing from a legal right, and the risk statement above is the document that describes your legal position in Türkiye.
Checks you can run today
- Check the name on the SPK list. Search the current list for "Binance Turkey Kripto Varlık Alım Satım Platformu AŞ" and read any note beside it.
- Check the address bar. Sign in only at binance.tr or in the official app. Binance TR asked users to rely only on its official channels during the incident, Hisse.net reported.
- Test the way out before you need it. Send a small amount of crypto to your own wallet on the exact network you plan to use. New users cannot do this straight away: Binance TR restricts crypto withdrawals for 48 hours after the first TL deposit.
- Withdraw TL once. TL deposits and withdrawals are free according to the fee schedule, so a small round trip to your own IBAN costs nothing in platform fees and proves the route works.
- Size the balance to the risk. With no compensation scheme behind crypto assets, hold on any platform only what you are ready to have stuck for a while. Our deposit guide covers the route in.
Is another platform different?
Not on the point that matters most. OKX TR sits on the same SPK list at number 36, so the same note applies: listed, with authorization not implied by the listing. Run the same five checks on any Turkish platform you consider. Our guide to OKX TR's TL bank deposits shows how that route works, and the Binance profile has fees for comparison. Trading fees are the smaller decision here. Whether you can get your money out on the day you want it is the larger one.
What we could not verify
- Any independent audit of Binance TR's user assets, or a reserve report specific to Binance TR.
- How Binance TR's custody relates to the wallets hit in the attack. Its notices do not say.
- Whether the three routes missing from the November 6 list are open or closed. Without logging in, we could not see the live withdrawal screen.
- Which countries your ID data may reach. The KVKK notice describes sharing between Binance companies without naming them.
Quick answers
Is Binance TR licensed by SPK?
We cannot say that. It appears on SPK's temporary list of operating firms, and SPK states that the list does not mean those firms are authorized.
Do I have to give my T.C. kimlik?
Yes, to use financial functions. Binance TR requires the new ID card and a selfie under the rules effective from April 25, 2025.
Is my money protected if something goes wrong?
Binance TR's risk statement says crypto assets are not covered by the investor compensation rules in Article 82 of the Capital Markets Law. Company promises exist, but they are not that scheme.
