China's financial report to lawmakers gives crypto and RWA two sentences and names no new rule, and Bitcoin barely moved
The short answer
China's central bank governor told the national legislature's standing committee that regulators had "improved the virtual currency regulatory policy framework" and "strengthened" oversight of real-world asset tokenization. Those two sentences sit in a report dated November 3 and posted on the People's Bank of China website at 10:54 SGT on November 5. Crypto outlets picked them up only today, with Odaily running the item at 14:44 SGT.
The text names no new rule, token, exchange or date. It records work already done since October 2025. If you trade from outside mainland China, the report by itself changes nothing on your account. If you are in mainland China, the rules that bind you are the ones in February's eight-agency notice, and they are strict. BTC on OKX traded at about 76,168 USDT at 16:48 SGT, up 0.08% across the two hourly candles that contain the first reports.

What the report actually says
The report covers the period since October 2025, and Governor Pan Gongsheng delivered it on behalf of the State Council. "Virtual currency" appears three times and RWA once. All four sit in one short passage, under the heading on preventing financial risks and the sub-item on fighting illegal financial activity. Our translation of the passage:
"Launched a new round of crackdowns on criminal clusters in the financial 'black and grey' industries, and completed the national special campaign against illegal fundraising. Improved the virtual currency regulatory policy framework, strengthened analysis of leads on underground banks involving virtual currency, and improved the whole-chain, regular mechanism for rectifying virtual currency 'mining'. Strengthened regulation of real-world asset (RWA) tokenization."
Three details matter for how you read a headline built on that passage.
It is a progress list. The passage appears in part one, titled main progress and results. Part two, on next steps, does not mention virtual currency or tokenization at all. Its closest line is a general pledge to crack down hard on illegal financial activity. So "China to strengthen RWA regulation" reads more into the text than it says: the verb describes work reported as done.
Stablecoins are not mentioned. The word does not appear in the report.
The digital yuan line is separate. Under reform and opening, the report says the digital yuan's positioning has "smoothly switched from cash to deposit money". ChainCatcher and Odaily both put that line next to the crypto passage, but in the original it sits in a different section, in a paragraph on cross-border finance.

The two-day gap matters for anyone tempted to trade the headline. The text had been public for more than 50 hours when the flash items appeared.
The rule that actually binds: February's notice
The report's "improved framework" has no footnote. The most obvious document inside its time window is the notice of February 6, 2026, reference Yinfa [2026] No. 42, issued by the PBoC and seven other agencies and carried by The Paper from the PBoC site. That link between the two is our inference; the report does not cite it. The notice replaced the 2021 notice and says, among other things:
- Bitcoin, ether and tether have no legal status equal to legal tender and cannot circulate as currency.
- Exchanging fiat for crypto or crypto for crypto, acting as a central counterparty, and providing information or pricing services inside China are illegal financial activity.
- Overseas entities and individuals may not illegally provide crypto services to people and entities in China in any form.
- No entity or individual, in China or abroad, may issue a yuan-pegged stablecoin offshore without approval.
- RWA tokenization inside China is prohibited, except for approved activity run on specific financial infrastructure.
- Article 19: where an investment in crypto, RWA tokens or related products violates public order and good morals, the civil act is void and the investor bears the losses.
Read side by side, the November passage adds no new prohibition to February's list. What it adds is a signal that the work has continued, along three lines the notice also names: mining, underground banks and RWA. The notice places RWA under a working mechanism led by the China Securities Regulatory Commission, and crypto under one led by the PBoC.
The notice also reaches the companies around a trade, which is where most readers would feel it first. Banks and payment firms may not open accounts, move funds or settle for crypto business, and may not take crypto as collateral. Internet companies may not provide marketing, business display or paid traffic for crypto or RWA activity. Company names and business scopes may not contain terms such as "virtual currency", "stablecoin" or "RWA". Mining stays under the 2021 rectification order, with existing projects to be shut and new ones banned.
How much enforcement the report counts
The report gives penalty totals since October 2025, and none of them is broken out for crypto. The PBoC penalized institutions 874 times and responsible individuals 578 times. The financial regulator penalized banks and insurers 4,469 times, the securities regulator penalized 1,304 parties, and the foreign exchange regulator handled 1,058 cases. Those numbers cover the whole financial system, so they should not be quoted as a crypto crackdown count. The passage on underground banks is the closest link to everyday crypto users, because it describes analysis of leads rather than a total of cases, and the report gives no number for it.
What the market did
We compared OKX's hourly candles around the first flash, which came in the 14:00 SGT hour.
Article table: scroll horizontally, or focus the table area and use the arrow keys.
| Pair | Open, 14:00 SGT | Open, 16:00 SGT | Change |
|---|---|---|---|
| BTC-USDT | 76,034.6 | 76,096.4 | +0.08% |
| ONDO-USDT | 0.3707 | 0.3706 | -0.03% |
That table shows no reaction worth the name. It cannot prove the report had no effect, because a two-hour window on a Saturday holds many other flows, and Chinese-speaking traders may have read the PBoC page days earlier. ONDO, a token traders often use as an RWA proxy, was down about 1.3% over 24 hours on OKX at 0.3699, and that decline began before the flash items.
Derivatives were quiet too. In our funding rate data at 16:47 SGT, BTC's last rate was 0.0008% on Binance and -0.0005% on OKX. Our liquidation data showed $102.5 million in the prior 24 hours across Binance and OKX orders we observed, with longs at $66.5 million and shorts at $36.0 million. BTCUSDT and ETHUSDT on Binance led the list. Our jobs and Fed report covers the bigger macro driver of the past few days.
What this means for you
If you are in mainland China, read Article 19 and Article 18 of the February notice, not the headline. Article 18 reaches people who knowingly help overseas entities illegally provide these services. Article 11 targets fraud and laundering run under a crypto or RWA label. So treat any pitch for a "compliant RWA project" as something to check: ask which competent authority approved it and which financial infrastructure it runs on, since the notice exempts only that case. If the promoter cannot name both, stop there.
If you are outside mainland China and trade BTC, ETH or USDT, nothing in the report names your exchange or your asset, so there is no order to change because of it. Check any notice your own venue sends about your account's country of residence, because that is where an actual change would reach you. Watch funding and liquidations rather than the phrase "RWA crackdown", since those will show a real shift in positioning first.
If you hold RWA tokens or tokenized stocks, the report does not address any product. February's notice is aimed at activity in or tied to China, including domestic-asset tokenization offshore, which it puts under strict supervision by the NDRC, CSRC and SAFE. If a token you hold is backed by mainland assets, check the issuer's own disclosure for any approval or filing it claims.
The report does contain one adjacent line for offshore brokers: regulators say they have comprehensively banned illegal cross-border activity by overseas securities, futures and fund firms. It does not mention tokens, and we are not extending it to them.
What to watch next
The report says draft amendments to the PBoC Law and a draft Financial Law have gone to the Standing Committee for review. Those are the texts that could carry new binding language, and the report does not say either one covers crypto. The committee's written review opinion on this report is the other document to look for, since the report's closing lines commit regulators to carrying it out.
What we could not confirm
We could not find a statement of what "improved the framework" refers to, so the link to the February notice is our reading. We could not confirm any new enforcement case tied to these sentences. Foresight News, which also carried the item, returned an error when we tried to open it, so we relied on the PBoC text, Odaily and ChainCatcher. We also did not compare this wording with earlier reports to the committee.
